Assists in developing and implementing strategic plans for the HR department in line with the DHCA objectives.
Prepares and manages the annual budget for the department in conjunction with DHCA’s budget and secures subsequent approvals, tracks expenditure and ensures adherence to the budget.
Assists in developing the workforce plan and HR department’s workforce forecasts.
Manages the operating framework for the department, provides guidance and support, ensures implementation and review of work processes in order to achieve high performance standards and continuous improvement.
Develops and implements HR policies and ensures internal alignment of procedures, processes, systems to ensure that the organization attracts, retains and develops the right talents for the achievement of business objectives.
Implements recruitment strategies, handles the recruitment process for the relevant areas of business and ensures that it is in line with organizational policies.
Assists in the implementation of approved Emiratization programs in order to meet organizational targets on nationalization in line with the regulatory requirements and UAE labor laws.
Manages the development and implementation of the total rewards framework (philosophy, positioning, pay ranges) to attract and retain high caliber talents.
Reviews End of Service Settlements, Monthly Payroll, and Manpower Requirements.
Undertakes training needs analysis and launches development initiatives to enhance the capabilities of employees in line with business needs.
Ensures appropriate resolution of employee concerns, leads investigation of grievances/conflicts and takes necessary remedial action to manage employee relations in an unbiased, fair and amicable manner.
Plans and implements key employee engagement initiatives and events for increasing employee productivity, morale and motivation.
Develops and reviews Job Descriptions and ensures that they reflect accurately the responsibilities and requirements for each position in the organization.
Handles all communications addressed to employees and prepares awareness sessions when needed.
Handles communication with external parties such as Federal Audit Authority, Medical Insurance providers, suppliers, etc.
Presents relevant reports and statistics related to the performance of HR on a regular basis along with recommendations for management review and decision making.
Manages the departmental operations and ensures that it is efficient, accurate and compliant to approved policies and procedures.
Plans, coordinates, and manages all administrative procedures and systems and ensures that it is performed in an efficient and effective manner.
Allocates office space Organize and supervise other office activities.
Minimum Qualifications:
Bachelor’s Degree in Human Resources/ Business Administration or equivalent
Master’s degree in Human Resources or relevant certification is a plus
Language Skills:
Proficiency in both written and spoken English and Arabic is essential
